01 · Confirm the jurisdiction and scope
A Naperville mailing address alone should not be your only jurisdiction check. Confirm the property and proposed work with the City before relying on these requirements.
The City’s electrical permit page states a permit is required before electrical work begins within City boundaries. It also addresses certain low-voltage work. Ask the permit team about your precise scope instead of assuming a small job is exempt. City electrical permit requirements ↗
02 · Confirm contractor credentials
Ask for current Naperville registration and the credential the City accepts for the work. The registration page describes accepted municipal licensing and ICC certifications, and notes that the City stopped renewing its former electrical licenses at the end of 2022. The permit page uses broad “state-licensed” wording; do not interpret that alone as proof of a universal Illinois electrician license. Ask the City to verify the contractor’s actual registration and accepted credential.
03 · Submit, resolve review, obtain issuance
The City uses an online permitting portal. Include the whole project scope and required documents; staff determine additional related permits. Pay assessed fees and obtain issuance before starting. City building permits, inspections & adopted codes ↗
Assign application responsibility in the contract. For EV charging, see the EV guide; for backup power, use the generator guide. The documents differ by project.
04 · Use the current code basis
The City lists the 2023 National Electrical Code and local amendments for plans submitted on or after April 1, 2026. Confirm the code basis for an older permit or revised plans. City building permits, inspections & adopted codes ↗
The electrician and plan reviewer determine the detailed requirements. A general homeowner checklist is not a code-compliance review.
05 · Complete inspections and keep records
Required inspections appear in the City portal. The City asks for at least 72 hours’ advance scheduling. Keep required approved plans on site and retain final approval records. City building permits, inspections & adopted codes ↗
Ask who schedules each stage, handles correction notices and provides the final record. Do not assume a finished-looking installation has completed inspection.
